Did the Village of Delhi Police Department quietly merge Delaware County - without voters' and taxpayers' knowledge or consent

This morning I called Delhi Village Police, at the number officially posted for it by the Village of Delhi on the Internet:

 

 My call was re-routed to Delaware County and its Departments.

I called several times, thinking I may have dialed incorrectly.

No, I dialed correctly and each time I was re-routed to Delaware County and its Departments.

Apparently, without knowledge or consent of voters, Delhi Village Police Department is now merged with Delaware County - a completely different government entity with a completely different government, elected by a completely different body of people?

Apparently, with consent of the Delaware County Attorney and judicial candidate Porter Kirkwood, because such things are not done without knowledge or consent of the attorney for the municipality.
